Can you add a C-wire?

Yes. We run a common wire from the air handler or install the correct adapter so the thermostat has steady power and does not drop off the network or short cycle the equipment.

Does it actually save money?

A thermostat cannot fix a broken system.

Worth saying up front: a two hundred dollar thermostat will not fix a failing compressor or a boiler that needs cleaning. Anyone who tells you otherwise is selling something. Steam heat has different cycle requirements than forced air. Heat pumps need a control that understands auxiliary and emergency heat, or you will run expensive strip heat all winter without knowing. Multi-stage equipment needs the stages wired and enabled, not left on stage one forever.
